Real Estate Fraud Fee - Like It or Not?

I for one feel this is an unnecessary fee. I wonder how many "victims" we've actually had in Tuolumne County? Is this really warranted? Now there's another fee imposed on the taxpayers/homeowners, that as we all know will never go away, even if the program is unsuccessful.
