Real Estate Fraud Fee - Like It or Not?

You've likely heard of the new fee to be imposed per real estate transaction that the Tuolumne County Supervisors just passed. It went down yesterday, a 5-0 vote. And so now in place is a $3.00 fee which will be collected each time property is sold "on specific pieces of paperwork" according to an article by Bill Johnson on mymotherlode.com. I for one feel this is an unnecessary fee. I wonder how many "victims" we've actually had in Tuolumne County? Is this really warranted? Now there's another fee imposed on the taxpayers/homeowners, that as we all know will never go away, even if the program is unsuccessful.
